Building Tomorrow's Entrepreneurs Through Self-Employment Assistance 

The Self-Employment Assistance Program (SEA) is designed to encourage and support unemployed workers in creating their own jobs by starting their own small businesses. Under these programs, States pay a self-employed benefit, instead of regular unemployment insurance benefits, to help unemployed entrepreneurs while they are establishing businesses and becoming self-employed.

Small businesses are the backbone of our economy; creating two out of every three new jobs in America.  While participation in Self-Employment Assistance (SEA) program is voluntary on the part of both the state and the unemployed individual, the USDOL and the SBA want to encourage and support all states in offering SEA programs as a way of fostering entrepreneurship and creating jobs.
